City of Toronto Implements Short-Term Rental Bylaw Implementation Consultation

The City of Toronto is engaging in consultations to determine the most effective way to regulate short-term rentals (STRs) in response to concerns from stakeholders and feedback regarding the impact of STRs on traditional roofed accommodation sectors and the housing crisis. The Ontario Restaurant, Hotel and Motel Association (ORHMA) is a key participant in this process. ORHMA is supporting the City’s efforts to regulate STRs and are endorsing several proposed changes, including: 

  1. Limiting short-term rentals to a maximum of 90 nights per year (revised from the initial 180 nights). 

  1. Linking registrations to specific addresses and individual operators. 

  1. Preventing unregistered operators from listing their properties. 

  1. Enforcing stricter measures for unregistered and non-compliant listings, including the cancellation of future reservations.  

Additionally, ORHMA recommends requiring licensed registrants to provide validated and notarized proof of their status as the principal residents of the rental unit. They also advocate for all platforms to comply with City Regulations and propose the implementation of density controls in areas with a high concentration of STRs.
